Pais Vasco or "The Basque Country" home to a couple of world famous waves, the perfect long left river mouth break of Mundaka and the right hand big wave spot of Menakoz. There are plenty beachies here but these are not as prevalent as the ones in France just around the corner. Its the world class big wave spots that put this area on the map. It can hold big winter swells with a few reefs holding excess of 20ft. It is also the most popular surf area in Spain with no shortage of surf shops and board manufacturers.

Basque Country is one of the world's top gastronomic destinations, with key gourmet centers in San Sebastian, Hondarribia and Bilbao, so you're best off staying in those areas if you are interested in trying the dishes.
Bilbao has many youth hostels and inexpensive penions for travellers on a budget, otherwise you can have a pleasant stay at the many 4/5 star hotels, such as Carlton and Sheriton.
